DESCRIPTION Public Health Foundation Enterprises (PHFE) and the local health department in Orange County (Orange County Health Care Agency [OCHCA]) invite applicants for the position of Public Health Nurse III. This position is funded for 12 months.


The Public Health Nurse will assist the OCHCA in providing expertise in the following areas:

  • Conduct Zika screening and investigations on individuals who meet testing criteria
  • Conduct interviews with individuals who meet Zika testing criteria
  • Review medical records to guide course of Zika testing
  • Conduct outreach and provide education and consultation to community healthcare providers on Zika and other communicable diseases
  • Conduct outreach and provide health education to general public on Zika and other vector-borne diseases
  • Coordinate with Public Health Laboratory on processing of lab specimens for Zika testing and obtaining results
  • Complete documentation for Maternal Health History Form for US Zika Pregnancy Registry.
  • Input complete and accurate notes and other documentation intoelectronic database systems on Zika cases
  • Review lab results to report to healthcare providers
  • Make referrals to the local vector control agency for potentially viremic Zika cases
  • Perform routine investigation and health data collection activities
  • Participate in quality assurance practices as requested
  • Assist with coordination of Zika public health response preparedness activities including meeting coordination, training, exercise planning and material creation.
  • Coordinate with other communicable disease epidemiologists
  • Perform related duties as assigned


  • Knowledge of public health practices and the application of nursing knowledge, principles and skills for the promotion of health and the prevention of disease and disability.
  • Knowledge of general nursing skills and practices in the area of communicable disease control.
  • Knowledge of community resources and how to utilize them.
  • Knowledge of current developments in public health nursing.

  • Ability to adapt to various cultural, physical, and behavioral conditions of patients and environment.
  • Provide prompt, efficient and responsive service
  • Ability to exercise appropriate judgment in answering questions and releasing information; analyze and project consequences of decisions and/or recommendations
  • Ability to establish effective working relationships with management, employees, employee representatives and the public representing diverse cultures and backgrounds
  • Ability to arrange necessary and timely transportation for field travel. Employees in this class may be required to use their own vehicle.
  • Bilingual in Spanish (highly desired)


Education, training, and/or experience that demonstrate possession of the knowledge, skills and abilities listed above. Required education and experience:

  • Valid California Registered Nurse License is required at time of application
  • Valid Public Health Nurse Certificate from a State Public Health Nursing is desirable
  • A Bachelor of Science or Master of Science degree in nursing from an accredited U.S. college or university, or a certified foreign studies equivalency


  • Valid California Registered Nurse License
  • Valid CPR card required at the time of appointment.
